Article 5 has several built-in weaknesses that stem from both the consensus voting procedure required to invoke the article and the vague language in the continuation of the article itself... Thus, it raises the question of whether NATO is in fact a valid political tool for military deterrence, or whether the treaty is simply an empty statement of intent.
