Is NATO ready to cross the Rubicon on cyber defence?

In April 2016 Robert Work, United States Deputy Secretary of Defense, declared “[w]e are dropping cyberbombs” on ISIS. Though rather rhetorically, this statement demonstrates that cyber capabilities are now seen as weapons. Although much remains unclear about the future relevance of cyberspace as a domain for military operations, it is beyond doubt that cyber capabilities can launch attacks that may cause death and destruction.
