NATO’s success in Libya unlikely to be repeated

Syria is unlike Libya, where a city faced attack by massed forces, the Arab League had called for outside military intervention and there was a solid legal basis for war in the shape of a UN Security Council resolution explicitly authorizing “all necessary means.”
