    Kosovo: Eternally dependent?

    By now, the U.N. was supposed to have resolved the final status of Kosovo, rebuilt the infrastructure, eliminated the corruption, and have the institutions of government operating on their own. Despite having spent 25 times more money and having 50 times more foreign peacekeeping troops (KFOR) than Afghanistan on a per capita basis, the above goals still have not been achieved.

    NATO Expansion May Prove a Fateful Error

    Many in the West opposed NATO expansion, chief among them U.S. statesman George Kennan, creator of the “containment” doctrine. He called expansion “the most fateful error of American policy in the entire post-Cold-War era.” Kennan foresaw it leading to the inflammation of the “nationalistic, anti-Western and militaristic tendencies in Russian opinion.” There’s still plenty of time for Kennan to be right.

    NATO’s global agenda after Riga

    The Atlantic alliance must stop dissipating its energy. One of the great costs of the Bush administration’s mistaken Iraq policy has been to divert attention and resources away from the just war in Afghanistan. If only a small portion of the money and forces invested in Iraq had been devoted to Afghanistan, the current threat of a resurgent Taliban and Al Qaeda might not be so great. Unfortunately, Iraq is draining all the oxygen out of the policy process in Washington. Few people are focused on saving NATO from a significant failure in its first major test outside of Europe.

    Nato's Riga summit: next stop, big thinking

    Nato's heads of state and government, meeting on 28-29 November 2006 in Riga, Latvia, pledged to advance peace and security and defend common values of democracy and freedom. The area included in this commitment stretches from Afghanistan to Darfur. There is no doubting the military alliance's ambition, which is evident in the text of the summit declaration. But there is no doubt either about its primary current concern, one that reflects Nato's current troubled condition as a whole: Afghanistan.

    NATO needs new strategy in Afghanistan

    Let us consider why NATO is failing and the Taliban consequently appear to be succeeding in at least mounting regular and increasingly lethal attacks. The first problem of the US that is leading the war in Afghanistan, and that of NATO is that they do not seem to be recognising or openly admitting the identity of the insurgents in Afghanistan, continuing to brand them as Taliban.

    NATO summit throws up a surprise

    In comparison with Beijing's reticence, Russian observers have been quite explicit. Moscow will remain wary that the Riga summit notwithstanding, Washington has far from abandoned its agenda of NATO's membership for Ukraine and Georgia. Moscow will also closely monitor US intentions to deploy anti-ballistic-missile components in Central Europe. The Kremlin has let it be known that any US deployment of a missile defense system will be the "red line", and that if a point of no return is reached, cooperation within the framework of the Russia-NATO Council may be called into question.

    The yardstick by which the success of NATO's summit in the Latvian capital of Riga would be measured was always going to be Afghanistan. By engaging 32,000 troops there — its first full-scale military action outside of Europe — against a now resurgent Taliban, the Western alliance had posed itself a cruel test of solidarity in one of the world's most historically ungovernable patches. Last week it effectively failed the test.

    Russia, NATO and convenience

The NATO allies have agreed to expand the organization well beyond Western Europe; now we need to persuade them to make it global.
