    NATO's Afghanistan Challenge

    THE North Atlantic Treaty Organization was created in 1949 to contain communist expansionism in Europe. When the Soviet Union collapsed, the widespread expectation was that NATO would go the way of the Warsaw Pact. Instead, the alliance's role has grown since the end of the Cold War. In 1995, it fought its first war, to pacify Bosnia, followed by the 1999 conflict over Kosovo, where a NATO peacekeeping contingent remains. But it is in Afghanistan, a country about as remote as you can get from the Fulda Gap in Germany — where NATO once prepared to fight the Red Army — that the North Atlantic alliance faces its latest, greatest test.

    How Close is Georgia to NATO Membership?

    On May 11, the Georgian parliament passed a resolution expressing support for the country’s aspirations to NATO membership. And three weeks later, on May 30, NATO’s Parliamentary Assembly adopted a resolution noting Georgia’s "significant progress" in implementing the goals set out in the Individual Partnership Action Plan endorsed in late 2004 and calling for the beginning of Intensive Dialogue -- the next stage in cooperation -- with Georgia. But Georgia’s chances of joining NATO before President Mikheil Saakashvili’s first presidential term expires in January 2009 are nonetheless slim, if not nonexistent.

    NATO sizes up the task in Southern Afghanistan

    As NATO approaches full deployment of its Stage 3 expansion of the International Security Assistance Force (ISAF) into southern Afghanistan, casualties among NATO troops are increasing. The enemy is employing various tactics in an attempt to derail the stabilization process in Afghanistan. While a debate about participating in the expansion rages in Canada and other NATO-member states that are committing troops to Afghanistan, it is becoming increasingly difficult to determine who is trying to thwart NATO's efforts to stabilize the country.

    Old problems haunt new Kosovo

    Seven years ago, virtually the whole of Nato was engaged in an air war against Serbia to protect the ethnic Albanians of Kosovo. Nato troops finally invaded Kosovo, and the UN took it over. Ever since, it has slowly been brought towards independence. But there are big problems: in particular the bitter tensions between the ethnic Albanians and the much smaller number of ethnic Serbs who live in Kosovo.

    How to end Darfur slaughter

    The first step to stop the killing is to dispatch a robust UN peacekeeping force of at least 20,000 well-equipped and mobile troops. But because of precisely the nationalistic sensitivities that Osama is trying to stir, it shouldn't have American ground troops. Instead, it should be made up mostly of Turks, Jordanians, Bangladeshis, Pakistanis and other Muslims, and smaller numbers of European and Asian troops. The U.S. can supply airlifts, and NATO can provide a short-term bridging force if necessary.

    Beijing's 'new thinking' on energy security

The Middle Kingdom is blamed for the sharp increase in global oil prices in the past few years, and the United States grows uneasy about Beijing’s evolving cozy relations with major oil producers such as Iran, Saudi Arabia, Sudan, and Venezuela - some of which are hostile toward Washington. Moreover, there is a growing call to contain China as an energy threat in a world of diminishing resources. Yet Beijing is resentful of such attitudes and has taken new measures to counter its critics.

    Before the war
